The Shivraj Singh Chouhan government in Madhya Pradesh has turned out to be a messiah for girl children. The innovative scheme – Ladli Laxmi Yojana – has proved to be corner stone for women folk. The scheme, which was envisaged and implemented by Mr Shivraj Singh Chouhan, has become so effective and popular that other states as well as the Central Government has emulated the scheme and implemented it by other names.
So far, over 7 lakh 45 thousand girls have been benefited under the scheme. They would receive Rs 900 crore on maturity of the National Saving Certificates (NSCs) worth Rs 250 crore purchased by the state government in their names.
It may be mentioned here that Ladli Laxmi Yojana aims at bringing about a positive change in societal attitude towards girls and to ensure that girls are married at appropriate age and their proper education.  Each of these girls would receive a cash amount of ` 1 lakh 18 thousand on attaining the age of 21 years.
Launched at the initiative of the Chief Minister Mr Shivraj Singh Chouhan four years ago, this scheme has gained immense popularity. At the time of registration an NSC worth ` six thousand is purchased by the state government in her name. NSCs of the same amount are purchased for next four years.
More importantly, the scheme has been linked with girls’ education. At the time of her admission in class VI the girl gets ` 2000. on admission in IX class ` 4000 and on admission an amount of ` 7,500 is given to her to meet the expenditure on her education.
It is noteworthy that out of total 7 lakh 45 thousand beneficiaries, the maximum 1 lakh 61 thousand 69 are in Jabalpur division followed by 1 lakh 13 thousand 551 in Indore division and 82 thousand 459 in Bhopal division. In Sagar division, 80 thousand 892 girls have benefited.
The division wise break-up of beneficiaries is as follows: 73 thousand 498 in Ujjain division; 59 thousand 290 in Gwalior division; 51 thousand 577 in Rewa division; 42 thousand 221 in Shahdol division; 41 thousand 204 in Chambal division and 39 thousand 342 in Narmadapuram division.
Meanwhile, with a view to promoting education to girls education and to facilitate their all round growth, the State Government is providing all facilities in Madhya Pradesh.
The schemes launched by the State Government have not only brought about a positive social change towards girls but have also helped them realise their full potential.
With a view to changing negative attitude of the people towards girls and providing them equal opportunity to grow up, the state government has launched Ladli Laxmi scheme in Madhya Pradesh. A budget of Rs 4 billion 39 crore 80 lakh has been allocated under Ladli Laxmi Yojna this year.
It may be mentioned here that this ambitious scheme was launched in 2007 and so far, 6 lakh 50 thousand girls have been benefited under the scheme. Last year, a budget of Rs 3 billion 2 crore 17 lakh was allocated.
The scheme, which was initiated by Chief Minister Mr Shivraj Singh Chouhan, has been appreciated at national level. Under the scheme, the state government is purchasing national saving certificates of Rs five thousand for six years at the birth of girl child. The amount is constantly increasing.
The scheme has also been linked with education of girls. At the admission in sixth standard, the girls are given Rs two thousand while Rs four thousand at IX standard and an amount of Rs seven thousand is being provided on taking admission in XI standard. At the time of studying in XI and XII standards, the girls are being given Rs 200 monthly to meet the expenses of education.
The girls will be given a cash amount of Rs one lakh on the condition of completing 21 years of age and not getting married before the age of 18 years. At the initiative of the Chief Minister Mr Shivraj Singh Chouhan, ‘Sabala’ scheme was launched in 15 districts from this year in order to empower adolescent girls.
The health condition and nutrition to the girls from 11 to 18 years of age will be improved. Under the scheme, a total amount of Rs 40 crore is being spent in the state. Taking education as key, the state government is laying a special emphasis on education with required facilities to the girls.
The State Government has adopted a practical approach to problems of girls. For example bicycle scheme, there were many such eight standard girls who discontinued school as they could not take admission in ninth standard in other village due to inaccessibility and insecurity.
The bicycle scheme has solved the problems of the girls. Over 14 lakh girls are going to the schools at nearby villages after they were provided bicycles.
The girls belonging to scheduled caste and scheduled tribe get this facility at taking admission in seventh standard. The girls up to eight standard are being provided two free uniforms instead of one.
